长三角一体化下苏州四网融合策略与实施探索

Rail Transit Four-Network Consolidation Under the Integration of the Yangtze River Delta:Strategies and Implementation in Suzhou

苏州作为国家及区域协同发展多重战略叠加区,加快构建四网融合的轨道交通体系是深化落实共建“轨道上的长三角”战略要求、更好推动区域及市域一体化发展的重要支撑。在对苏州不同空间层次下交通需求特征与未来发展趋势分析的基础上,识别苏州四网融合发展面临的主要挑战,明确长三角一体化下四网融合的核心内涵。提出针对苏州四网融合发展的功能融合、空间融合、枢纽融合、时序配合4个方面的融合策略以及干线铁路、都市圈城际铁路、市域(郊)铁路和城市轨道交通的融合重点,并从保障规划实施的角度对四网融合的实施路径与体制机制进行探讨。最后指出,轨道交通四网融合的本质是要体现需求和服务导向,都市圈应实现城际铁路和市域(郊)铁路“两网合一”,高质量融合取决于实施路径和保障机制创新。

Suzhou is an area where multiple national and regional strategies have been implemented for coordinated development.A rail transit system that features four-network integration is under construction.Accelerating the system development is a substantial boost for implementing and refining the strategy to co-build the“Yangtze River Delta on Rails”,as well as promoting the region-city integration.Based on an analysis of the travel demand at different spatial levels and development trends in Suzhou,this paper identifies the main challenges in the integrated development of four networks in Suzhou and clarifies the core connotations of four-network consolidation under the integration of the Yangtze River Delta.The integration strategies are proposed to cover four areas,including functional integration,spatial integration,terminal integration and sequential coordination;the priority of integrating railway corridors,inter-city railways in metropolitan areas,urban(suburban)railways and urban rail transit is highlighted.Finally,the paper presents discussions of implementation paths,systems,and mechanisms of four-network integration from the perspective of plan implementation.The paper indicates that the critical feature of the four-network integration of rail transit is to respond to demand and offer good services.The integration of inter-city railways and urban(suburban)railways should take place in metropolitan areas and high-quality integration depends on innovation in implementation paths and guarantee mechanisms.
