“一带一路”背景下中央企业海外党建工作探讨

Innovation of Overseas Party Building Mode of SOEs Directly Under the Central Government Against the Background of the Belt and Road Initiative

中央企业积极参与“一带一路”倡议实施,海外业务规模越来越大,海外项目和从业人员越来越多,创新加强海外党建工作对贯彻落实习近平中国特色社会主义思想、树立中央企业新的国际形象、提升中央企业全球竞争力、助力沿线国家建立新型国际关系具有重要意义,而海外复杂的政治社会环境、工作环境以及项目的流动性造成了海外党建工作的敏感性、特殊性、流动性和滞后性。创新加强央企海外党建工作,必须遵循政治建设为首、国家利益至上、“抓书记强管理”、“五不公开、五不放松、五个更好”原则,狠抓“四基管理”、责任落实、手段创新、能力建设、跨文化管理、“家文化”建设和廉洁从业,提升海外央企党建工作的有效性、政治性、适应性、持续性、融合性、针对性和可靠性。

2022 marks the 9th anniversary of the Belt and Road Initiative.As an old Chinese saying goes,“Nothing,not even mountains and seas,can separate people with common goals and ideals”.Such cooperation concept has been widely acknowledged around the world.The initiative received positive response on a global scale,played an important role in the development of countries participating in the initiative and the growth of the world economy,and generated great opportunities for Chinese companies to participate in the international market competition.The state-owned enterprises(SOEs)directly under the central government conscientiously implemented various arrangements and requirements of the“Going Global”of the Party Central Committee,the State Council and the State-owned Assets Supervision and Administration Commission,and actively participated in the construction of the Belt and Road Initiative.The scale of overseas business is growing,and overseas projects and employees are increasing.Overseas Party organizations and party members are also growing.Against such backdrop,the Party Organization of SOEs directly under the central government shall consider how to improve the party building of overseas projects according to local conditions,continuously innovate its party building model,further strengthen the overseas party organization system construction,talent team building,project culture construction,staff humanistic care and fulfill overseas social responsibilities,give full play to the role of overseas party organizations,thus not only provide a strong political guarantee for the“Going Global”of enterprises,but also fully demonstrate the practical guiding role of the theory of socialism with Chinese characteristics.Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,and with considerations given to the characteristics of party building in overseas projects and its current condition,the essay puts forward the orientation and guiding ideology of the ideological and political work for overseas party building,considers how to further innovate the idea of party building in overseas projects,and proposes specific measures from four aspects:organizational construction,ideological and political work,thematic education work and employee care.
