Practice and reflections on the decentralization of quality TCM medical resources in Beijing

目的:为北京市促进优质中医医疗资源下沉提供参考。方法:简要归纳近年来北京市针对优质中医医疗资源下沉采取的相关举措,具体分析北京市优质中医医疗资源分布现状及资源下沉存在的问题。结果:北京市优质中医医疗资源分布不均的现状仍然存在,相关政策落实不足、三级中医医院医疗资源下沉动力不足等问题尚未解决。结论:借鉴甘肃、广东、天津、上海等省市促进优质中医医疗资源下沉基层的经验,北京市应强化顶层设计,完善下沉政策;各级中医医疗机构加快“智慧医疗”建设;全面加强中医师队伍建设。

Objective:To provide a favorable reference for Beijing to promote the decentralization of quality TCM medical resources.Methods:Briefly summarize the initiatives taken by Beijing in recent years to sink quality TCM medical resources,and specifically analyze the current situation of the distribution of quality TCM medical resources in Beijing and the problems of the decentralization of resources.Results:The current situation of uneven distribution of quality TCM medical resources in Beijing and the lack of implementation of relevant policies,as well as the lack of motivation for decentralization medical resources in Grade III TCM hospitals,still exist.Conclusion:Drawing on the experience of Gansu,Guangdong,Tianjin,Shanghai and other provinces and cities in promoting the decentralization of quality TCM medical resources to the grassroots,Beijing Municipal Government and its relevant departments should strengthen top-level design and improved decentralization policies;TCM medical institutions at all levels should accelerate the construction of"smart medicine";and strengthen the construction of a team of TCM practitioners across the board.
