摘要
为更好地解决温室气体排放造成的环境污染问题,碳排放权交易成为各国控制二氧化碳排放的手段。中国碳排放权价格与国际上其他交易市场价格相比显著偏低,对碳排放权进行有效评估至关重要。论文首先对传统碳排放权评估方法适用性进行分析,通过引入碳排放配额中的公平原则提出改进碳排放权价格的影子价格模型,并以湖北省碳排放交易市场为例,对碳排放权价格进行预测,影子价格远高于国内真实值,与国际碳排放权价格相当,可以作为未来碳排放权定价的参考值。
in order to solve the problem of environmental pollution caused by greenhouse gas emissions,carbon emission trading has become a means for countries to control carbon dioxide emissions.The price of carbon emission rights in China is significantly lower than that in other international trading markets.It is very important to evaluate carbon emission rights effectively.Firstly,this paper analyzes the applicability of traditional carbon emission right evaluation methods,proposes an improved shadow price model of carbon emission right price by introducing the fairness principle in carbon emission quota,and takes Hubei carbon emission trading market as an example to predict the carbon emission right price.The shadow price is much higher than the domestic real value and is equivalent to the international carbon emission right price,and can be used as a reference value for the pricing of carbon emission rights in the future.
