The ecological conservation and high-quality development in the Yellow River Basin, and strategy of strengthening provincial capital make the Shandong metropolitan area become the focus of attention. The development of Shandong metropolitan area is closely related to the construction of central cities in the Yellow River Basin.Taking the prefecture-level cities in Shandong Province as the research object, based on the relevant data from 2006 to 2019 and with the help of ArcGIS,this paper firstly used gravitation model to compare the various metropolitan areas in Shandong Province, and then the spatiotemporal analysis of economy-resources-environment coupling coordination of the whole province and prefecture-level cities was carried out according to the quality evaluation system and coupling coordination degree model. The results indicated that the strategy of strengthening the provincial capital is not in line with the reality of Shandong, the coordinated development of Jinan and Qingdao is more conducive to the economic development of the whole province. The coupling coordination level shows local agglomeration in Shandong, and the western cities are located in the cold spot region, while the eastern cities are located in the hot spot region. The central city plays a limited driving role in the coordinated development of economy, resources and environment.
