绿色转型视角下限制开发类主体功能区现代化进程评估研究

Study on Modernization Process Evaluation of Main Functional Areas with Restricted Development from the Perspective of Green Transformation

《全国主体功能区规划》自2011年正式发布,已实施10余年。限制开发类主体功能区多为生态脆弱和发展滞后地区,长期以来都面临着生态保护和脱贫发展的矛盾,全面小康建成后,该类地区如何与全国同步实现现代化和共同富裕成为急需研究的难题。“现代化”比“小康”提出了更多维度和更高水平的要求。基于绿色转型视角,结合该类地区发展现状和现代化诉求构建了评估体系,并选取川滇森林及生物多样性生态功能区、桂黔滇喀斯特石漠化防治生态功能区等典型地区进行了实证分析。总体来看,限制开发类主体功能区现代化进程滞后,发展水平偏低,资源禀赋优势未充分体现,面临着实现“美丽”目标困难加大、产业发展思路急需转变等难题。最后,提出了突出“绿色转型”导向、加快构建绿色产业体系等对策。

It has been 10 years since The National Plan for Functional Areas was officially released in 2011.The main functional areas of restricted development are mostly ecologically fragile and underdeveloped areas,which have been facing the contradiction between ecological protection and poverty alleviation for a long time.With the completion of building a moderately prosperous society in all respects,it has become an urgent problem to study how to realize modernization with the whole country.“Modernization” puts forward more dimensions and higher level requirements than “well-off”.Based on the perspective of green transformation,combined with the development status and modernization demands of such areas,this paper constructs a modernization evaluation system,and selects typical areas for the empirical analysis.Overall,the modernization process of such areas lags behind,the development level is low,and the advantages of resource endowment are not fully reflected.They are faced with increasing difficulties in achieving the goal of “beauty”,and urgent changes in industrial development ideas.Finally,this paper puts forward some countermeasures,such as highlighting the guidance of “green transformation” and accelerating the construction of green industrial system.
