民族地区“两山”耦合协调度评价与时空分异研究

Evaluation of Coupling Coordination Degree of“Two Mountains”and Research on Spatial-temporal Differentiation in Ethnic Regions

以民族地区为研究对象,构建“绿水青山”和“金山银山”综合性评价指标体系,采用主成分变异系数法和耦合协调度模型对民族地区46个地级市“两山”理念践行情况进行系统性评价,并分析民族地区自然资源环境与经济发展质量的协调程度和时空分异特征。研究结果表明:民族地区“两山”耦合协调度时序上呈现出“U”型特征,空间上呈现出西北地区“双引擎”、西南地区均衡分布的空间异质性特征,但总体上耦合协调度水平依然较低,区域间差异性较大。据此提出了严守民族地区“绿水青山”底线、推进民族地区区域协同发展、加快民族地区产业结构转型升级、着力发展民族特色现代服务业等政策建议。

Ethnic regions are an important part of promoting the comprehensive and high-quality development of China’s economy in the new era.This article takes ethnic regions as the research object and constructs a comprehensive evaluation index system of“Green Waters and Green Mountains”and“Golden Mountains and Silver Mountains”.The implementation of the concept is systematically evaluated,and the degree of coordination between the natural resource environment and the quality of economic development in ethnic regions and the characteristics of temporal and spatial differentiation are analyzed.The research results show that the“Two Mountains”coupling coordination degree in ethnic regions shows a“U”-shaped characteristic in time series,and shows the characteristics of a“double engine”in the northwestern ethnic region and a balanced distribution of spatial heterogeneity in the southwestern ethnic region,but the overall coupling coordination degree level is still low,and the differences between regions are obvious.Based on this,policy recommendations such as strictly observing the bottom line of“green water and green mountains”in ethnic regions,promoting regional coordinated development in ethnic regions,accelerating the transformation and upgrading of industrial structure in ethnic regions,and focusing on the development of modern service industries with ethnic characteristics are put forward.
