共建共治共享视域下社区公共性再生产探究

Reproduction of Community Publicity From the Perspective of Co-Construction,Co-Governance and Sharing

公共性作为现代社区治理的价值追求,是社区内在秩序的支撑要素和善治的保障。既有研究主张在个体化背景下通过培育社会组织和拓展公共空间等途径构筑公共性,但实践中个体化转向公共性之过程仍举步维艰,且现已培育的社会组织之间也存在排斥与冲突等问题,反而更加剧了新一轮的公共性危机。针对当前社区公共性日渐消解的问题,应在个体化和公共性之间引入“主体性”概念。社区公共性再生产需要历经从个体化的张扬到主体性的培育和从主体性的培育到公共性建构两大阶段,从而更好弥合个体化与公共性之间的“鸿沟”,实现具有公共性的社区治理体系之变革,提升基层社会治理效能。

As the value pursuit of modern community governance,publicity is the support element of the internal order of community and the guarantee of good governance.Existing researches advocated building publicity by cultivating social organizations and expanding public space in the context of individualization.However,it is difficult for individualization to successfully turn to publicity.Besides,the cultivated social organizations also have problems such as exclusion and conflicts,which aggravate a new round of publicity crisis.In the face of the disintegration of community publicity,the concept of“subjectivity”should be introduced between individuality and publicity.The reproduction of community publicity needs to go through two stages:from the publicity of individuality to the cultivation of subjectivity and from the cultivation of subjectivity to the construction of publicity,so as to better bridge the“gap”between individuality and publicity,realize the reform of community governance system with publicity,and improve the governance efficiency of grassroots society.
