新发展阶段郑巩洛产业带建设的战略定位与对策建议

Strategic Positioning and Countermeasures for the Construction of Zheng-Gong-Luo Industrial Belt in the New Development Stage

建设郑巩洛产业带是河南更好地对接国家“一带一路”倡议的迫切需要。郑州大都市区和国际化商都建设步伐日益加快,城市发展空间布局持续优化,洛阳与时俱进提出打造名副其实的中原经济区副中心城市的战略。自巩义成为省直管市以来,转型升级取得显著成效,但也面临着经济发展压力持续增加的现实隐忧。从战略定位和发展重点两方面,阐释加快建设郑巩洛产业带的框架思路。围绕加强组织协调、促进产业升级、完善支撑体系、优化发展环境、扩大对外开放和实现绿色发展,提出对策建议。

The construction of Zheng Gongluo industrial belt is an urgent need for Henan to better connect with the national Belt and Road Initiative.The construction of Zhengzhou metropolitan area and international commercial capital is accelerating day by day,and the spatial layout of urban development is continuously optimized,while Luoyang keeps pace with the times and puts forward the strategy of building a truly sub-central city of the Central Plains Economic Zone.Since Gongyi became a provincial directly administered city,the transformation and upgrading has achieved remarkable results,but it also faces the reality of increasing pressure on economic development.From two aspects of strategic positioning and development focus,this paper explains the framework of accelerating the construction of Zhenggongluo industrial belt.Finally,this paper puts forward some countermeasures and suggestions on strengthening organization and coordination,promoting industrial upgrading,improving support system,optimizing development environment,expanding opening up and realizing green development.
