“央地融合”视角下航空制造业高质量发展对策研究--以江西省为例

"Research on Countermeasures for High-Quality Development of Aviation Manufacturing Industry from the Perspective of"Central-Local Integration-Taking Jiangxi Province as an Example

系统梳理三大航空制造央企与江西省在产业布局、战略合作、人才交流三方面的融合现状,剖析航空制造业央地融合发展过程中存在的地方协调功能受限、央地目标取向差异、本地化配套率不高、人才流动尚不充分等瓶颈制约,提出了健全融合机制、提升产业能级、促进协同创新、破除人才壁垒等推进航空制造业高质量发展的对策建议。

The current situation of integration between the three major central enterprises of aviation manufacturing and Jiangxi Province in terms of industrial layout,strategic cooperation and talent exchange,and the bottleneck constraints in the process of integration between the central government and the local government in the aviation manufacturing industry,such as limited local coordination function,different target orientations between the central government and the local government,low localization support rate and insufficient talent flow,were systematically reviewed.The proposed countermeasures and suggestions to promote the high-quality development of the aviation manufacturing industry include improving the integration mechanism,upgrading the industrial capacity,promoting collaborative innovation and breaking the talent barriers.
