全过程人民民主是新时代中国式民主模式的集中表达。作为“发展什么样的民主,怎样发展民主”的中国方案,全过程人民民主必然成为彰显“中国之治”显著优势的伟大创造。全过程人民民主孕育于党的百年民主探索,发展于马克思主义民主理论,根植于优秀传统文化,升华于人民民主实践,立基于中国特色社会主义民主政治制度,体现了历史逻辑、理论逻辑、实践逻辑和制度逻辑的辩证统一。以人民至上为价值目标,以公平正义为价值导向,以国家发展、社会进步和人民幸福为价值考量,生动诠释出全过程人民民主是实现良政善治的高质量民主。推动实现全过程人民民主,需要坚持和完善党的领导、人民当家作主和依法治国相统一的制度体系,健全共建共治共享的共同体治理格局,将智慧治理融入民主运行全过程。

The whole-process democracy of the people is the sum total of the Chinese model of democracy in the new era. This Chinese plan of what kind of democracy to develop and how to develop it will demonstrate the advantages of “Chinese governance”. The whole-process democracy is conceived in the Party’s century-long democratic exploration,developed in the Marxist democratic thought, rooted in the traditional Chinese people-oriented thought, sublimated in the practice of people’s democracy, and founded on the socialist democratic political system with Chinese characteristics, reflecting the integration of historical, theoretical, practical and institutional logic. People’s democracy takes people first as the value goal, fairness and justice as the value orientation, and national development, social progress and people’s happiness as the value yardstick, a vivid rendition of the high-quality democracy regarding its potential for superior governance.Promoting this whole-process democracy requires adherence to the Party’s leadership, the people managing the country and law-abiding governance, the managing structure with all involved in construction, management and all involved in construction and all enjoying the benefits so that intelligent governance can be integrated into this whole process.
