第一书记赋能乡村振兴的驻村帮扶机制构建路径研究

On Constructing Village-Based Assistance Mechanism for First Party Committee Secretaries to Empower Rural Revitalization

第一书记驻村帮扶有效地推动了精准脱贫和乡村振兴战略,对于全面建成小康社会和实现第二个百年奋斗目标意义重大。本文运用文献研究法、田野调查法等方法对第一书记驻村制度及实践问题进行研究。研究发现,第一书记驻村帮扶取得了显著成效,帮助了乡村基层组织建设,提升了乡村治理现代化水平,圆满完成脱贫攻坚任务,对促进乡村生态宜居环境建设、乡风文明和乡村产业发展也作出了重要贡献。由于自身因素和外部因素的制约,第一书记赋能乡村振兴的驻村帮扶工作遇到了一些困境。权责不匹配、选择性合作、监督管理和绩效考核与运用等问题制约了第一书记驻村帮扶绩效。化解第一书记赋能乡村振兴驻村帮扶困境的出路在于完善第一书记驻村制度的实践机制,建立以激励机制、保障机制、监督机制、绩效管理和信息机制等为核心的协同治理机制,完善相关政策,进一步促进第一书记赋能乡村振兴取得显著绩效。

It is an important institutional innovation on construction of agriculture,rural areas and farmers in China to select outstanding officers to serve as first secretaries of the village Party(namely,the Communist Party of China)committee for promoting rural revitalization.The first Party committee secretaries assistance system in villages has effectively promoted the targeted poverty alleviation and rural revitalization.This is of great significance for building a moderately prosperous society in all respects and achieving the second centenary goal of building a modern socialist power that is rich,strong,democratic,civilized,harmonious and beautiful by the 100th anniversary of the founding of the People's Republic of China.Based on data studies,field study and systematic analysis,this paper studies the system and practice of the first Party committee secretaries in villages.Research results show that the first Party committee secretaries'assistance in the village has gained remarkable achievements:strengthening the construction of rural grass-roots organizations,improving the level of rural modernization governance,successfully completing the task of poverty alleviation,promoting the construction of ecologically livable and beautiful villages,and contributing a lot to the development of rural industry and rural civilization.Due to the inner and external constraints,first Party committee secretaries have encountered some difficulties in assisting the rural revitalization.Inner factors mainly include personal political quality,social relations,sense of responsibility,working ability and dedication,while external factors mainly include rural resources,organizational support,management system,incentive measures,and interpersonal relations.Under the influence of external factors,there are problems such as mismatching of rights and responsibilities,selective cooperation,supervision and management,incentive mechanism,and performance appraisal and application,which restrict the effectiveness of first Party committee secretaries'assistance in rural revitalization.In order to improve the performance in terms of the first Party committee secretaries'assistance in rural revitalization,the superior organizations and dispatched units need to strengthen organizational support and coordination,provide assistance resources in the village,and perfect the corresponding management system,which can help first Party committee secretaries resolve the predicament of assistance in the village.Specifically,we should improve the practice mechanism of the first Party committee secretaries resident in the village and establish a collaborative governance mechanism with the selection mechanism,incentive mechanism,guarantee mechanism,information mechanism,supervision mechanism and performance management as the core.In such a way,various subjects of rural revitalization can cooperate closely with each other,thus playing a collaborative governance role under the guidance of the rural revitalization strategy.
