合法性机制和效率机制--兼论数字经济背景下的企业民主建构 被引量:1

Legitimacy Mechanism VS Efficiency Mechanism:On Construction of Enterprise Democracy Under the Background of Digital Economy

摘要 合法性机制和效率机制的关系影响到企业民主管理制度的建构过程及其有效性,本文将二者的关系划分为高合法性和高效率、高合法性和低效率、低合法性和高效率,以及低合法性和低效率四种类型,并在此基础上对中国企业民主管理的实施历程进行梳理。根据企业管理在数字经济时代的平台化和自组织趋势,本文认为可以通过健全与企业民主相关的法律法规制度、推进党组织参与治理、建立共享发展模式和开展员工民主参与能力建设等完善企业民主管理制度体系,从而更为有效地发挥企业民主的积极作用。 Although there are laws and regulations to related to enterprise management,enterprise democratic management system,and the corresponding enterprise democratic organization form,there are also many problems such as formalization of enterprise democratic management that is difficult to produce practical effects.How to solve the above problems is the key to promoting process of enterprise democratic management and protecting the legitimate rights and interests of employees.Based on the relationship between legitimacy and efficiency,this paper believes that the relationship between these two mechanisms could affect the construction process and effectiveness of the enterprise democratic management system.The relationship between the two mechanisms is further divided into four types:high legality and high efficiency;high legality and low efficiency;low legality and high efficiency;and low legality and low efficiency.On this basis,this paper divides the implementation process of Chinese enterprises democratic management into stage of high legitimacy and high efficiency,stage of high legitimacy and low efficiency,stage of low legitimacy and high efficiency,and stage of high legitimacy and high efficiency.Then it discusses main reasons for the transformation of the relationship between efficiency and legitimacy at different stages,and the corresponding changes in the state of enterprise democratic management.It further proposes that the democratic management of enterprises is currently at a stage of high efficiency and high legitimacy,but the use of decoupling strategies rather than coupling strategies by enterprises weakens the due role of the democratic management system.Through the above analysis,it is believed that the coupling of legality and efficiency is an important method to address the formalized democratic management of enterprises.The emphasis on individual intelligence elements in the digital economy era prompts enterprises to meet the reasonable demands of employees,thus promoting the effective implementation of enterprise democratic management.According to the development trend of platformization and self-organization of management in the context of digital economy,we can take a series of measures to improve the democratic management system of enterprises,such as improving the laws and regulations related to enterprise democracy,promoting the participation of Party(namely,the Communist Party of China)organizations in enterprise governance,establishing a shared development model between employees and enterprises,and building employees'democratic participation capacity.Compared with existing literature,this paper expands in the following three aspects.First,it believes that the tension between legitimacy and efficiency is the main logic that affects the construction and implementation of the enterprise democratic management system,and analyzes the main reasons for the current formalized problems of enterprise democratic management.Second,it systematically sorts out the implementation process of democratic management of enterprises in China,as well as reasons for the changes in each stage.Finally,it proposes that realizing the coupling of legitimacy and efficiency is an important solution to the formalization of enterprise management,and puts forward specific measures.
