Analysis of the Dilemma of"Internet+Nursing Service"Policy Implementation

基于霍恩-米特模型分析发现“互联网+护理服务”政策执行过程中存在政策目标模糊、政策标准缺乏统一性;护理人才资源供需矛盾突出、互联网信息技术平台尚处于起步阶段、财政资源投入不足;执行手段单一、约束力差、执行配套机制不健全;权责利划分与价值取向不明确;外部环境有待优化等障碍。而建立具体可测量的政策目标与标准,完善政策执行过程中的资源供应体系,丰富政策执行方式,健全执行配套机制,加强宣传与沟通,明确权责利与价值取向,优化政策执行的系统环境等举措是其有效执行的可行之路。

Based on Horne-Mitter model,the dilemmas"Internet+nursing service"policy faces include vague goals,inconsistent policy standards,intensive contradiction between supply and demand of nursing staffs,early-stage Internet information technology platform,insufficient financial investment;single implementation means,poor binding force,imperfect supporting mechanism,unclear division of rights and interests and value orientation;undeveloped external environment.Feasible approaches are suggested to establish specific and measurable policy objectives and standards,improve the resource supply system,enrich the policy implementation modes,complete the implementation supporting mechanism,strengthen the publicity and communication,clarify the responsibilities and values,and optimize the system environment of policy implementation.
