新冠疫情对各行业的冲击影响不同,导致不同行业的中小企业面临的市场环境也不同。区分行业精准制定政策不仅可以有效节约社会资源,还可以提升全社会的发展效率。自新冠疫情发生以来,中央及地方政府多次出台纾困措施,特别是对餐饮、实体零售等受疫情持续影响行业的中小企业,提供了定向支持。未来,对需求减少的行业来说,纾困仍然是第一要务;对于需求没有变化的行业,则重点在于支持其商业模式的更新和转换;而对于需求增加的行业,则要区分其具体行业和增加程度,精准制定政策。

The impact of the COVID-19 on various industries is different,resulting in different market environments for small and medium-sized enterprises in different industries.Precisely formulating policies by different industries can not only effectively save social resources,but also improve the development efficiency of the whole society.Since the outbreak of the Covid-19,the central and local governments have issued several relief measures,especially providing targeted support to small and medium-sized enterprises in industries such as catering and brick-and-mortar retail that have been continuously affected by the epidemic.In the future,for industries with reduced demand,bailouts will still be the top priority;for industries with no change in demand,the focus will be on supporting the renewal and transformation of their business models;and for industries with increased demand,it is necessary to distinguish specific industries and increase the degree of precise policy formulation.
