摘要
可再生能源电价附加补贴政策是一项旨在加速推进可再生能源广泛应用的政策机制。本文在分析我国可再生能源补贴政策演变与实施情况的基础上,运用超效率DEA模型对其补贴效率进行评价,结果显示:全国20个典型地区的补贴效率存在时空异质性;光伏发电补贴效率较风电补贴效率更低,且不与投入量呈正相关。导致这一结果的主要原因为补贴政策缺乏动态调整机制和补贴兑付流程复杂。针对导致补贴效率偏低的成因,本文从完善补贴退坡机制实现与火电平价上网、完善可再生能源发展的市场价格机制和加强可再生能源技术创新等三个方面,提出完善我国可再生能源市场化发展机制的政策建议。
the policy of additional subsidy for renewable lectricity price is a policy mechanism aimed at accelerating the wide application of renewable energy.Based on the analysis of the evolution and implementation of China’s renewable energy subsidy policy,this paper uses the super efficiency DEA model to evaluate its subsidy efficiency.The results show that there is temporal and spatial heterogeneity in the subsidy efficiency of 20 typical regions in China;The subsidy efficiency of photovoltaic power generation is lower than that of wind power,and is not positively related to the input.The main reasons leading to this result are the lack of dynamic adjustment mechanism of subsidy policy and the complicated process of subsidy cashing.In view of the causes of the low efficiency of subsidies,this paper puts forward policy recommendations to improve the market-oriented development mechanism of renewable energy in China from three aspects:improving the subsidy rebate mechanism to realize parity with thermal power,improving the market price mechanism of renewable energy development and strengthening renewable energy technology innovation.
