资源枯竭型城市高质量发展模式研究——兼析东北地区城市综合实力评价及其协调发展

Research on high-quality development model of resource-exhausted cities——Analyze the comprehensive strength evaluation and coordinated development of cities in Northeast China

因地制宜探索资源枯竭型城市高质量发展新模式,有利于引导收缩城市协调共赢发展。本文以东北地区为例,构建收缩城市综合实力评价指标体系,运用耦合协调度模型实证研究东北地区城市人口产业资源水平与发展水平的耦合协调度。研究结果表明:资源枯竭导致地方经济发展受限,地方经济水平是收缩演变的关键影响因子;大庆市、鞍山市和吉林市人口产业资源水平与发展水平的耦合协调度明显优于其他城市,这表明城市人口产业资源水平与发展水平耦合协调度值越高,其综合实力越强。基于评价结果,提出资源枯竭型城市全面转型发展的建议:提升协调发展水平,打破城市发展壁垒,探索和试行“共享发展+精准发展+联动发展+可持续发展”新模式,为东北振兴提供新契机。

Exploring the new high-quality developing models of the resource-exhausted cities according to their local conditions,are conducive to guiding the shrinking cities’ collaborative and win-win development.This paper takes the northeast region in China as an example,constructs a comprehensive strength evaluation index system for the shrinking cities,and uses the coupling degree model to empirically study the coupling degree between the population and industrial resource level and the development level of cities in Northeast China.The research results show that local economic development is restricted due to resource depletion,and the regional financial status is the crucial factor influencing the evolution of shrinking;The coupling degree between the population and industrial resource level and development level of Daqing,Anshan,and Jilin is better than that of other cities,which indicates that the higher the coupling degree,the stronger the comprehensive strength.Based on the evaluation results,this paper puts forward suggestions on the comprehensive transformation and development of the resource-exhausted cities:improve the coordinated development level,break down barriers to urban development,explore and try out the new model of "shared development + precise development + linkage development + sustainable development",which could provide new a opportunity for the Northeast revitalization in China.
