生态环境协同治理的要素耦合与路径优化

摘要 生态环境本身是一个有机系统,生态环境问题具有时空溢出性、复杂性、嵌入性等特征,因而依靠单一治理要素难以实现善治,需要耦合主体、资本、技术、制度、理念等多种要素,综合考量治理主体的多元协同性、生态资源分配的开放共享性、治理体系的层次有序性,构建起显性要素与隐性要素双向互动、顶层设计与基层探索协同推进、共享性与公平性共同维护的生态环境协同治理“秘钥”。 The ecological environment is an organic system on itself.The ecological environment problems have the characteristics of time and space spillover,complexity,and embeddedness.Therefore,it is difficult to achieve good governance by relying on a single governance factor.It is necessary to build the"secret key"of ecological environment collaborative governance with two-way interaction of explicit and implicit elements,coordinated promotion of top-level design and grass-roots exploration,and joint maintenance of sharing and fairness based on coupling multiple factors such as subject,capital,technology,system,and concept,and comprehensively consider the multiple synergies of governance subjects,the openness and sharing of ecological resource allocation,and the hierarchical order of the governance system.
