自媒体时代网络短视频因其具有传播效果的短暂性、传播速度的快捷性及其创新发展的迅速性,占据着大量的市场份额。当前,网络短视频涉及到网络短视频的版权侵权问题也日益凸显,存在网络短视频内容定性难、网络短视频权属不清、侵权行为认定难、维权成本高等现实困境。新时代加强版权保护工作需要著作权人、国家和社会形成强大合力,通过完善网络短视频版权保护立法监管、强化网络短视频版权保护平台责任、增强网络短视频版权保护整体意识、利用区块链等新技术建立网络短视频查重系统,营造“清朗”的版权环境。

In the era of self-media,online short videos occupy a large market because of the temporality of dissemination effects,the speed of dissemination and the rapidity of innovation and development.At present,the copyright infringement of online short videos is becoming more and more prominent.There are some realistic difficulties,including the difficulty on characterizing the contents,the unclear ownership,the hardness on identifying infringements,and the high cost of rights protection.Strengthening copyright protection in the new era requires a strong synergy of copyright owners,the state and society.By improving the legislative supervision of online short video copyright protection,strengthening the responsibility of online short video copyright protection platforms,enhancing the overall awareness of online short video copyright protection,and using the new technologies,such as the blockchainto establish an online short video duplication checking system,so as to create a"clean"copyright environment.
