日本中小学课后服务的实现路径及启示

摘要 通过对日本有关课后服务政策的梳理和案例进行分析,汲取经验,为我国中小学课后服务的顺利开展提供借鉴。研究以日本《学习指导纲要》为切入点,对有关课后服务的关键词及相关政策在日本文部科学省网站进行检索分析,归纳梳理日本课后服务发展脉络以及课后服务的类型、主体、机制等内容,总结日本课后服务依靠国家法律、行动指南、后勤支援、预算安排的顶层设计,激发地方活力,重视企业参与的路径实现。启示我国课后服务体系建设要在法律制度与政策安排、教育共识与运营机制、地方实践与创新推广上下功夫。 For the purpose of a smooth development of the after-school services for students of primary and secondary students in China,we learn the experience from relevant policies and cases of after-school services in Japan.The research,starting with the“Learning Guidelines of Japan”,retrieves and analyzes the keywords and relevant policies related to after-school services on the website of the Ministry of Education,Sports,Science and Technology of Japan,summarizes and sorts out the development context,as well as the types,subjects,mechanisms and other elements of after-school services in Japan,and concludes that after-school services in Japan rely on the top-level design of national laws,action guidelines,logistics support and budget arrangement,stimulates local vitality and values the participation of enterprises.It enlightens that China should construct the after-school service system by making great efforts in legal system and policy arrangement,educational consensus and operation mechanism,local practice and promotion of innovation.
