高价值专利培育引领知识产权强省建设——基于各地知识产权“十四五”规划的比较分析

High-Value Patent Cultivation Leads The Construction of a Strong Province of Intellectual Property——Based on the Comparative Analysis of the "14th Five-Year Plan" of Intellectual Property in Various Regions

“每万人口高价值发明专利拥有量”已成为“十四五”时期衡量经济社会发展水平的主要指标之一。本研究以高价值专利培育为切入点,比较研究了各地知识产权“十四五”规划,客观分析了高价值专利培育的现状,总结梳理了高价值专利培育的路径和举措,为各地加快推进知识产权强省建设提供借鉴参考。

"The number of high-value invention patents per 10 000 people" has become one of the main indicators to measure the level of economic and social development during the 14th Five Year Plan period.Taking the cultivation of high-value patents as the starting point,this paper compares and studies the "14th Five-Year Plan" of intellectual property rights in various regions,objectively analyzes the current situation of cultivation of high-value patents,summarizes and sorts out the paths and measures of cultivation of high-value patents,and provides reference for all regions to accelerate the construction of a strong province of intellectual property.
