现代医院管理对西部公立医院的新挑战与应对策略

New Challenges and Countermeasures of Contemporary Hospital Management to Western Governmental Hospitals

国务院办公厅发布《关于推动公立医院高质量发展的意见》,明确了公立医院高质量发展的目标、方向和举措。公立医院高质量发展以建立健全现代医院管理制度为目标,强化体系创新、技术创新、模式创新和管理创新,促进公立医院发展方式从规模扩张转向提质增效,运行模式从粗放管理转向精细化管理,资源配置从注重物质要素转向更加注重人才技术要素,为更好提供优质高效医疗卫生服务、防范化解重大疫情和突发公共卫生风险、建设健康中国提供有力支撑。党的十九大提出建设现代医院管理制度,加强公立医院建设,这对公立医院的医疗质量与技术水平都是巨大挑战,尤其是西部公立医院。因此,探讨这些问题对建立政府医院现代医院管理具有重要意义,如何实施现代医院管理至关重要。合理分析目前西部公立医院管理存在的不足,以及合理的应对策略,严格按照国务院办公厅关于建立现代医院管理制度的指导意见,结合西部公立医院自身特点,同时借鉴国内外医院管理模式和各地实践经验,探索符合政策要求和医院实际情况的路径,推进现代医院管理制度的落实。

The Opinions on Promoting the High-quality Development of Public Hospitals issued by the General Office of the State Council clarified the objectives,directions and measures for the high-quality development of public hospitals.The high-quality development of public hospitals aims at establishing and improving the modern hospital management system,and strengthens system innovation,technology innovation,mode innovation and management innovation.It promotes the development mode of public hospitals to change from scale expansion to quality improvement and efficiency increase,the operation mode to change from extensive management to refined management,and the resource allocation to change from material elements to more talents and technology elements,so as to provide strong support for better providing high-quality and efficient medical and health services,preventing and resolving major epidemic situations and sudden public health risks,and building a healthy China.The 19th National Congress proposed to build a contemporary hospital management system and strengthen,which is a huge challenge to the medical quality and technical level of public hospitals,especially the Western public hospitals.Therefore,to explored the problems was importance and significance for establishing contemporary hospital management of governmental hospitals,and how to implemented the contemporary hospital management was vital.It was required to rationally analysis the insufficient and countermeasure of the contemporary hospital management,and in strict accordance with the guidance of the General Office of the State Council on the establishment of contemporary hospital management,combining with the characteristics of Western governmental hospitals,and learning from contemporary hospital management mode and practice experience at domestic and overseas for reference,it explores the method in line with the policy requirements and the actual situation of the hospital,and promotes the implementation of contemporary hospital management.
