论成渝地区双城经济圈公共法律服务的协同立法保障

On the Collaborative Legislative Guarantee of Public LegalServices in Chengdu-Chongqing Economic Circle

成渝地区双城经济圈公共法律服务协同立法作为一项涉及立法体系、立法内容和立法进程的制度性安排,不仅有助于提升区域公共法律服务水平、实现区域公共服务体系建设目标,也有助于促进成渝地区双城经济圈共同发展。近年来,地方公共法律服务立法迈入了起步和发展阶段,并对区域公共法律服务协同规范构造进行了探索实践。在地方公共法律服务规范的协同构造中,积累了公共法律服务机制共建和公共法律服务资源共享的有益经验。在未来,成渝地区双城经济圈公共法律服务协同立法应从逻辑上确立以制度功能、区域发展和以人为本三个维度的立法目标,同时将兼容性、协商性和共享性作为立法理念,并通过完善公共法律协同立法体系、健全公共法律服务协同制度以及渐进式的协同立法进程,为成渝地区双城经济圈公共法律服务协同立法提供保障,以提升区域公共法律服务的一体化水平。

As an institutional arrangement involving the system,content and process in legislation,the collaboration of public legal services in Chengdu-Chongqing Economic Circle is not only helpful to improve the level of regional public legal services and achieve the construction goal of regional public service system,but also conducive to the common development of Chengdu-Chongqing Economic Circle.In recent years,the legislation of local public legal services has entered a new stage,beginning to examine the collaborative normative structure of regional public legal services.In the collaborative construction of local public legal service norms,the beneficial experience of public legal service mechanism co-construction and public legal service resource sharing has been formed.In the future,the collaborative legislation of public legal services in Chengdu-Chongqing Economic Circle should logically establish the legislative objectives in the three dimensions of institutional function,regional development and people-oriented concept.At the same time,it should take compatibility,negotiation and sharing as the legislative concept.By improving the collaborative legislation system of public law,the collaborative system of public legal services and the gradual collaborative legislation process,it provides guarantee for the collaborative legislation of public legal services in Chengdu-Chongqing Economic Circle,so as to improve the integration level of regional public legal services.
