激活无主体熟人社会:空心村环境治理的集体行动分析——基于鲁西南孙庄的案例研究

Activating the Non-subjects Acquaintances Society:Collective Action on Environmental Governance of Hollow Villages——A Case Study of Sunzhuang Village in Southwest Shandong

既有研究认为,空心村会因村庄治理主体缺位、社会资本萎缩等问题,难以生成环境治理的集体行动。以鲁西南孙庄为例,借鉴无主体熟人社会理论,通过考察空心村环境治理集体行动的形成过程发现,呈现无主体熟人社会特征的空心村,其熟人社会特质会在乡土韧性、村庄政治及行动惯性等因素的作用下被激活,村民主体性、村庄公共性和村庄社会资本得以重塑和积累,成为促发村庄环境治理集体行动的内生机制。破解空心村集体行动困境的关键在于,重视空心村乡土韧性和村庄政治在动员村民及资源分配中的治理效用,加强乡村文化建设和组织建设,为培育村民参与村庄公共事务的行动惯性营造有利条件。

According to the existing research,it is different for hollow villages to take collective actions for environmental governance due to the absence of governance subjects,social capital shrinking and other issues.By virtue of the theoretical framework of the non-subject acquaintances society,this paper takes Sunzhuang Village in southwest Shandong Province as an example to show that the social characteristics of acquaintances in hollow villages are activated under the role of such intermediary factors as local resilience,village politics and action inertia by examining the social process of environmental governance collective action in hollow villages.The villagers’subjectivity,village publicity and village social capital can also be reshaped and accumulated,becoming an endogenous mechanism to promote collective action of village environmental governance.Therefore,the key to solve the dilemma of collective action in hollow villages is to strengthen the construction of rural culture and organization,pay attention to its governance effectiveness of the resilience and village politics in mobilizing villagers and allocating resources,strengthen the construction of rural culture and organization,and create favorable conditions for cultivating the inertia of villagers’participation in village affairs.
