现代化基层政府面对流变的基层社会需要具备一定的治理能力。在具有一定地方性秩序的村庄社会,基层政府需要理解这种地方秩序,并充分调动地方秩序以推动治理任务的顺利达成。现代化强政府与地方性强社会的成功对接机制值得进一步研究。在充分认识地方性强社会的秩序基础之上,现代化强政府通过自身资源获得治理弹性,在营造出公平正义相关风气的基础上,通过规则的组织性输入、主体性控制和秩序性内化等手段,抓住村社集体这一重要中介,实现引导式治理,最终在政府治理任务的实践中完成村庄秩序的重塑。

A certain capacity for governance is needed for the modern government at the grassroots level to face the changing society.In a village society with a certain local order,the modern government at the grassroots level needs to understand and fully mobilize the local order to complete governance tasks.Therefore,the effective connection needs a further study between a modern strong government and a local strong society.By fully understanding the order of a local strong society,the modern strong government can obtain the flexibility of governance through its own resources.Based on creating an equal and righteous social atmosphere,the modern strong government seizes the village community as an important intermediary through the organizational input of rules,subjective control and other means to achieve the reconstruction of the village order in the practice of governance.
