新形势下加强动物检疫工作的几点思考

Considerations on Strengthening Animal Quarantine under the New Situation

动物检疫是我国动物防疫法规定的一项重要行政许可,是防范动物疫病传播、促进畜牧业高质量发展、维护公共卫生安全的重要措施。近年来,各地深入推进农业综合执法改革,将动物卫生监督执法职能划入农业综合执法机构。本文通过分析机构改革后渭南市动物检疫工作现状,发现了基层存在的动物检疫职能不清、工作衔接不畅,基层动物检疫工作压力大、经费不足等问题,由此提出明确职责归属,理顺工作关系,加强官方兽医队伍建设,提升动物检疫规范化等应对措施,以期对基层动物检疫工作规范开展有所助益。

Animal quarantine is a key administrative permit stipulated in the Law of the People’s Republic of China on Animal Disease Prevention,and a useful tool to prevent the spread of animal diseases,promote the highquality development of animal husbandry and to maintain public health safety. In recent years,with the deepening of institutional reform in all regions,the functions of animal health supervision and law enforcement are incorporated into comprehensive agricultural law enforcement agencies. In the paper,the status of animal quarantine in Weinan City after the institutional reform was analyzed,such shortages as unclear animal quarantine functions,poor communications,high pressure and insufficient funds in field quarantine,were found,and countermeasures were proposed,including clarifying allocation of responsibilities,straightening relationships during work,strengthening the building of official veterinary teams,and standardizing animal quarantine,etc.,with a view to providing a reference for the standardization of animal quarantine at the grassroots level.
