煤炭行业高质量发展存在的问题及对策研究

煤炭行业发展已经来到由量变到质变的拐点,加快推动煤炭发展方式转变,推动煤炭行业高质量发展,对保障国家能源安全稳定供应具有十分重要的作用。从化解过剩产能、提高供给保障能力、提升煤矿安全生产水平、改善企业经济效益、科技创新成果丰硕、绿色发展取得积极进展等方面阐述了“十三五”以来煤炭行业改革发展取得的显著成效;深入分析了目前制约煤炭行业高质量发展的突出问题,并从加大煤炭资源勘查力度、优化煤炭开发布局、优化煤炭产能结构、强化规划引领、加强科技创新、优化产运销基础、贯彻绿色发展理念、深化行业改革、强化煤矿安全生产、完善法律法规等10个方面,提出推进煤炭行业高质量发展的对策措施。

The development of coal industry has reached the turning point from quantitative change to qualitative change,accelerating the transformation of the coal development mode and promoting the high-quality development of coal industry play a very important role in ensuring the national energy security and stable supply.This paper expounds the achievements of the coal industry since the 13th Five-Year Plan from the aspects of resolving overcapacity,supply guarantee capacity,safe production,enterprise benefits,scientific and technological innovation,green development,etc.,deeply analyzes the outstanding problems that currently restrict the high-quality development of coal industry,and put forward countermeasures to promote high-quality development of coal industry from the aspects of strengthening the coal resources exploration,optimizing the coal development layout and coal capacity structure,strengthening the planning leading and scientific and technological innovation,optimizing the basis of production,transportation and marketing,implementing the green development concept,deepening the industry reform,strengthening the coal mine safety production,improving the laws and regulations.
