On China’s Global Leading Force in the New Era:Recognition and Evaluation Abroad

新时代以来,中国共产党以宏阔的国际视野和天下情怀为破解时代之问和世界之问提供了中国智慧和中国方案,凝聚起广泛共识,展示出良好的国际形象。中国国际影响力、感召力显著提升,中国全球引领力备受赞誉。国外研究高度关注新时代中国在全球治理、全球经济等维度的卓越引领作用,认为新时代中国全球引领力不可避免,是异于美国的新型全球引领力。中国全球引领力的提升既是国内领导力的外化表现,又是新时代以来注重加强对外宣传、注重国际形象自我塑造的结果,更是中共领导中国在百年变局和世纪疫情叠加背景下胸怀天下的大国大党担当实践的国际反映。国外研究在积极肯定的同时,也不免对这一引领力的动机、影响、成效和能力做出了基于社会制度和意识形态偏见的消极解读。为此,加强国际学术对话,提升中国发展的国际话语权至关重要。

As socialism with Chinese characteristics has entered the New Era,the Communist Party of China(CPC)has provided Chinese wisdom and Chinese approach to the questions posed by the times and by the world,building a broad consensus and displaying a good international image.China’s international influence and appeal have increased significantly,and China’s global leading force is highly praised.Foreign studies have paid great attention to China’s outstanding global leading force in the three dimensions of governance,economy,and culture,and considered China’s leading force in the New Era is inevitable,which is different from that of the United States.The rise of China’s global leading force is not only the externalization of its domestic leadership,but the result of its focus on strengthening external publicity and self-improvement of its international image since the New Era.Moreover,it is an international response to the undertaking and practice of the great power and the large party under the leadership of the CPC under profound changes unseen in a century and the epidemic in the 21st century.While studies abroad have positively affirmed the CPC’s leadership,they have also inevitably made negative interpretations of its motivation,impact,effectiveness,and capacity based on social system and ideological bias.For this reason,it is crucial to strengthen international academic dialogue and China’s voice in international affairs on China’s development.
