摘要
为探索建立健全北京市生鲜农产品流通的应急保障体系,在对已有相关研究进行梳理总结的基础上,本文首先构建了北京市生鲜农产品流通体系风险识别与评估框架,作为建设北京市生鲜农产品流通应急保障体系的基础理论逻辑框架。然后构建了北京市生鲜农产品流通体系“领先-同步-滞后”风险预警指标体系,为建设北京市生鲜农产品流通应急保障体系的风险预警机制提供具体方法参考。最后对北京市加强生鲜农产品流通的应急保障体系建设提出对策措施。
In order to explore the establishment of a sound emergency protection system for the circulation of fresh agricultural products in Beijing,this paper firstly constructs a risk identification and assessment framework for the circulation system of fresh agricultural products in Beijing,based on a review of relevant studies,as a basic theoretical and logical framework for the construction of an emergency protection system for the circulation of fresh agricultural products in Beijing.This paper then constructs a leading-synchronous-lagging risk warning index system for the circulation of fresh agricultural products in Beijing,providing a concrete methodological reference for the construction of a risk warning mechanism for the emergency guarantee system for the circulation of fresh agricultural products in Beijing.Finally,this paper proposes countermeasures to strengthen the construction of an emergency guarantee system for the circulation of fresh agricultural products in Beijing.
