回归教育本真 推动义务教育高质量发展--写在辽宁省落实“双减”政策一周年之际

“双减”政策的颁布与实施是新时代基础教育改革发展的重大举措,它不仅对推进基础教育高质量发展具有引领作用,而且对促进学生健康全面发展具有重要意义。辽宁省实施“双减”政策一年来,以“四个坚持”为抓手,扎实推进“双减”政策落地:一是坚持高位统筹谋划,打造全新工作格局;二是坚持“减轻负担”与“提质增效”协同发力,强化学校教育主阵地作用;三是坚持“沉底监管”与“亮剑执法”齐抓共管,规范校外培训行为;四是坚持转变教育观念,促进学生健康全面发展。通过校内“三提高”与校外“两严格”扎实推进,作业管理改革取得阶段性成效,课后服务水平明显提升,课堂教育教学质量显著提高,有效推动了辽宁省义务教育高质量发展。

The promulgation and implementation of the “double reduction”,policy is a major measure for the reform and development of basic education in the new era. It not only plays a leading role in promoting the high-quality development of basic education, but also has important significance in promoting the healthy and comprehensive development of students. During the one-year implementation of the “double reduction”,policy, Liaoning province has been pushing forward the “Four Principles of Adherence”,: firstly, adhere to high-level overall planning and create a brand-new education pattern;secondly, insist on “reducing burden”,and “improving quality and efficiency”, and make concerted efforts to strengthen the main position of school education;thirdly, adhere to the joint management of “thorough supervision”,and “fearless and courageous enforcement”,to standardize off-campus training behavior;fourthly, persist in changing educational concepts to facilitate the healthy and all-round development of students. With the solid progress of the “three improvements”,in school and the “two measures of strictness”,out of school, the reform of homework management has gained a stage achievement;the after-school service has been significantly enhanced;the classroom teaching quality has been effectively improved. As a result, the high-quality development of compulsory education in Liaoning Province has been effectively promoted.
