Analysis and Optimization Suggestions for the Management Mechanism of Certification and Acceptance of China Railway Dedicated Products

我国铁路专用产品认证采信管理机制在把控铁路产品源头质量、规范铁路产品市场秩序、保障铁路运输安全,以及助力“一带一路”倡议等方面发挥着重要作用。为应对铁路专用产品认证采信管理机制在设计、运行和维护等方面面临的新挑战,从认证采信管理机制基本概念出发,分析在国家铁路领域建立认证采信管理机制的法律基础。结合铁路运输对产品认证的实际需求,阐述铁路产品认证采信管理机制基本要求。针对铁路专用产品认证采信在合法性、选择性、证明力、关联性等方面的要求,对目前的铁路产品认证采信管理机制提出优化建议。

China's railway dedicated product certification and acceptance management mechanism have played an important role in controlling the source quality of railway products,standardizing the railway market order,ensuring the safety of railway transportation and helping the"the belt and road"initiative.In order to cope with the new chal⁃lenges faced by the design,formulation and maintenance of certification and acceptance management mechanism for railway dedicated products,this paper analyzes the legality basis of establishing certification and acceptance man⁃agement mechanism in the national railway field from the basic concepts of it,expounds the basic requirements of rail⁃way product certification and acceptance management mechanism combined with the actual needs of railway transpor⁃tation for product certification.And some optimization suggestions for the management mechanism have been put for⁃ward basing on the basic requirements of legitimacy,selectivity,industry credibility and relevance of railway product.
