摘要
城市人才发展环境是地区经济环境、公共服务环境、生活环境、就业环境、科技创新环境等要素的总和。构建人才发展环境评价指数体系,可按照指标简明科学、数据可获取、数值可比较的原则,将人才发展环境评价指数体系设置为目标层,并将其划分为经济环境、公共服务环境、生活环境、就业环境、科技创新环境5个子系统,构建包含22个具体指标的人才发展环境指数体系。本研究运用熵值法确定指标权重,通过综合评价法,对全国36个城市人才发展环境指数进行测算,综合分析各城市的人才发展环境现状及问题,为城市优化人才发展环境、增强人才吸引力提供参考建议。研究结果显示,经济环境是驱动人才发展环境指数提升的关键;我国人才发展环境区域差异较大,呈现梯度分布特征。
Urban talent development environment is the combination of the regional economic environment,public service environment,living environment,employment environment,scientific and technological innovation environment,etc.The talent development environment evaluation index system can be set as the target level in accordance with the principles of concise and scientifi c indicators,data accessibility and numerical comparison,and the system is divided into fi ve subsystems,i.e.economic environment,public service environment,living environment,employment environment and scientifi c and technological innovation environment,so as to build a talent development environment index system with 22 specifi c indexes.In this study,the entropy evaluation method is used to determine the index weight,and the comprehensive evaluation method is used to calculate the talent development environment index of 36 cities in China,comprehensively analyzing the current situation and problems of the talent development environment of each city,and providing reference suggestions for cities to optimize the talent development environment and enhance the attraction of urban talents.The results show that the economic environment plays a crucial role in promoting the environmental index of talent development,and China’s talent development environment is featured by great regional differences and presents gradient distribution characteristics.
