On the Path of Modernization of Local Government ’s Cultural Governance Capacity

地方政府文化治理能力现代化是国家治理体系和治理能力现代化的重要组成部分。目前我国在文化治理领域已取得了一定的成就,通过主动把文化和其他产业结合,推进文化与科技、旅游、体育等方面的跨界合作与融合发展,大大增加文化产业附加值。其中,文旅融合的模式更是在我国多个城市被实践推广,并取得良好效果。目前我国在文化治理中仍存在制度保障薄弱、管理机制僵化、治理主体单一和治理手段落后等不足。为此,应从健全地方政府文化治理法制、创新地方政府文化管理机制、构建多元主体参与的文化治理模式以及优化地方政府文化治理手段等方面探寻地方政府文化治理能力现代化的路径。

The modernization of a local government’s governance capacity is an important part of the modernization of national governance system and governance capacity. China has made some achievements in the field of cultural governance. By actively combining culture with other industries, and promotion of cross-border cooperation and integrated development between culture, and science and technology, tourism and sports, a significant added value of the cultural industry has been created. Among them, the mode of cultural and tourism integration has been practiced and promoted in many cities in China, and has achieved positive results. However, there are still some shortcomings in cultural governance in the country, such as weak institutional guarantee, rigid management mechanism, single-subject governing and backward governance means. Therefore, it is suggested to further explore the path of modernization of local government ’s cultural governance ability from the aspects of improving the legal system of local government ’s cultural governance, innovating the mechanism of local government ’s cultural management, constructing the cultural governance mode of multi-subject participation and optimizing the means of local government ’s cultural governance.
