共同富裕视域下完善共建共治共享的社会治理制度路径研究——以长三角先发地区为例

Research on the Institutional Path of Improving the Social Governance System of Collaboration,Participation and Common Interests from the Perspective of Common Prosperity——Taking the Yangtze River Delta Region as an Example

实现共同富裕是社会主义的本质要求,也是新时代加强社会治理现代化的重要目标之一。完善共建共治共享的社会治理制度是促进共同富裕目标实现的重要路径。共建共治共享是一个完整的政策话语体系,三者之间是相辅相成的关系。共建为共治共享提供了基础,共治为共建共享提供了有效载体和实现途径,共享为共建共治提供了激励动员机制和价值目标。改革开放以来,长三角地区经济发展起步较早、发展水平较高,是我国极具代表性的先发地区之一。在完善共建共治共享治理制度过程中,长三角地区率先开展了一系列实践探索,初步形成了具有地方特色的社会治理创新经验,有效推动了共同富裕的实施进程。要完善共建共治共享的社会治理制度,在理论层面需要从主体、路径、目标三个维度围绕新时代共同富裕战略目标要求,在坚持党的领导的前提下,建立健全多元主体参与、以法治和科技为保障的社会治理共治制度和以实现共同富裕为价值目标的社会治理共享制度。在实践层面,我们需要以党的领导为根本,以人民为中心,从主体维度、路径维度以及价值维度,构建完善共建共治共享的社会治理制度的实施路径。

Common prosperity is the essential requirement of socialism and one of the important goals of strengthening the modernization of social governance in the new era.Improving the social governance system of collaboration,participation and common interests is an important path to promote the realization of the goal of common prosperity.In order to solve various contradictions and problems in economic and social development,a series of practical exploration of social governance has been carried out in the developed Yangtze Delta region at its different stages of taking the lead in achieving common prosperity,with innovative experience of social governance with local characteristics initially formed,which has effectively promoted the practical process of common prosperity.At the theoretical level,it is necessary to adhere to the Communist Party’s overall leadership over social governance,with the strategic goal of common prosperity in the new era from the three dimensions of subject,path and goal,to establish and improve the social system of collaboration with multiple subjects,the social system of participation with law and science and technology as the guarantee and the social system of common interests with the goal of common prosperity.At the practical level,it is necessary to take the people as the center and the leadership of the Party as the foundation to explore and improve the implementation path of the social governance system of participation and common interests from the dimensions of subject,path and value.
