疫情期间高校采购精细化管理的实施与路径

Implementation and Path of Refined Procurement Management in Universities During the Covid-19 Epidemic

在新冠肺炎疫情期间,针对高校采购管理存在的供需矛盾突出、紧急采购法律法规缺失、采购方法不尽科学、采购流程效率低、信息公开监督机制难落实等,提出了行之有效的解决方法。围绕疫情期间高校采购精细化管理的路径,通过制订“上海交通大学政府采购负面清单”、开辟紧急采购绿色通道和操作指南、优化供应商的管理、完善采购合同的签订和监督机制等措施落实精细化管理。在重大项目和科研设备急需项目的采购工作中开设绿色通道,精准服务疫情防控和优化营商环境,为高校师生教学科研提供优质的贴心服务。

Due to the COVID-19 epidemic,in view of the prominent contradiction between supply and demand in the management of universities during the epidemic,the lack of emergency procurement laws and regulations,unscientific procurement methods,low efficiency of procurement processes,and difficult implementation of information disclosure and supervision mechanisms,this paper puts forward effective solutions for universities.It focuses on the implementation and path of refined procurement management in universities during the epidemic,by formulating the negative list of government procurement of Shanghai Jiaotong University,opening up green channels for emergency procurement and detailed guidelines for procurement,optimizingsupplier management,improving the signing and supervision mechanism of procurement contracts and other measures to implement refined management.We accurately serve the development pattern of epidemic prevention and control,optimize the business environment,open green channels for major projects and projects in urgent need of scientific research equipment.It provides precise services for epidemic prevention and control and optimize the business environment,provideshigh-quality and considerate services for teaching and scientific research of teachers and students in universities.
