To enhance the international voice of global education governance is the only way to solve global education problems and promote the progress of world education.“The Belt and Road”Initiative is China’s plan to express its national position,establish its national image and enhance its international voice.“The Belt and Road”Initiative has four types of discourse power:structural discourse power,moral dicourse power,verbal discouse power and institutional discourse power.They are the important basis,moral banner,conceptual support and endogenous force to enhance the international discourse power of China’s global education governance.The in-depth promotion of the“The Belt and Road”Initiative shows that China participates in global education governance with a more proactive attitude,and reflects the change of China’s position in global education governance from“learning and borrowing”to“producing and creating”.Under the situation of great changes unseen in a century,it is a strategic choice for China to enhance its international discourse power in global education governance to take multiple measures,continue to build the“the Belt and Road”composite international discourse power,and comprehensively promote the upgraded version of the“the Belt and Road”education action.
