在盐业体制升级改造的浪潮中,湖南湘澧盐化公司顺应潮流,几年时间六大技改同步进行,厂区面貌焕然一新,设备自动化运行井然有序。伴随着技改的投入,发现在工程实施过程中,分部分项工程量签证单均未在工程实施过程中完成签证,造成在重大项目管理中工程结算时,结算滞缓。为加强项目成本控制,规范工程签证申请、审批流程及费用管理,保证签证单的真实性和完整性,制定签证管理制度很有必要。
