20世纪20年代初,列宁在俄国社会主义建设过程中围绕党的领导地位和执政方式问题,提出了党“总的领导”的思想。具体表现为:坚持党的领导,是俄国社会主义建设的先决条件;注重运用党“总的领导”的方式、方法;加强监督确保党“总的领导”的政治方向和贯彻落实;培养各条战线高素质干部,提高党“总的领导”水平;激发群众的积极性、创造性,以巩固和加强党“总的领导”。完整、准确、全面地理解列宁关于党“总的领导”的思想,为中国特色社会主义新时代坚持和加强党的全面领导提供了重要的历史启示和思想借鉴。

In the early 1920 s,Lenin put forward the idea of general leadership of the Party in the process of building socialism in Russia,focusing on the party’s leadership and ruling mode.Specifically,it is a prerequisite for socialist construction in Russia to adherence to the Party’s leadership.Attention should be paid to the ways and means of applying the party’s general leadership.Supervision should be strengthened to ensure the political direction and implementation of the Party’s general leadership.Cadres should be trained in all fronts to improve the level of the Party’s general leadership.Enthusiasm and creativity of the masses should be stimulated in order to consolidate and strengthen the party’s general leadership.A complete,accurate and comprehensive understanding of Lenin’s thought on the party’s general leadership has provided important historical enlightenment and ideological reference for upholding and strengthening the party’s comprehensive leadership in the new era of socialism with Chinese characteristics.
