国家药品集中采购政策对上海某医院门诊及药品支出的影响

The Impact of National Drug Centralized Purchasing Policy on Outpatient Department and Drug Expenditure of a Hospital in Shanghai

为了探究药品集中采购政策在生活中是否达到药品资源优化配置、遏制药品购销不正之风、控制医药费用不合理增长、确保药品质量和临床用药安全的目的,本文通过对某公立医院2018年—2020年的药品销售数据进行分析,侧面反应了国家药品集中采购政策对群众药物费用的影响。根据相关数据,该医院在2018—2020年三年内药物价格出现了明显的下降,用药量也出现了明显的下降,证明了药品集中采购政策是有效的。最后,笔者建议政府应进一步完善药品集中招标采购的方法和相关配套政策,同时进一步扩展集中招标采购的范围,并积极探索招标采购新模式。

In order to explore whether the centralized drug purchase policy can achieve the purpose of optimizing the allocation of drug resources,curbing the unhealthy trend of drug purchase and sales,controlling the unreasonable growth of medical expenses,and ensuring the quality of drugs and the safety of clinical medication.By analyzing the drug sales data of a private hospital from 2018 to2020 years,this paper reflects the impact of the national drug centralized purchase policy on the public drug costs.According to relevant data,the drug price and drug consumption of the hospital have decreased significantly in the three years from 2018 to 2020,which proves that the centralized drug procurement policy is effective.Finally,the author suggests that the government should further improve the methods and related supporting policies of drug centralized bidding procurement,further expand the scope of centralized bidding procurement,and actively explore a new mode of bidding procurement.
