新型复合式农村社区组织体系建设的在地化实践——以山东“烟台经验”为例

The Localized Practice of the Organization System Construction of a New Compound Rural Community:a Case Study of“Yantai Experience”in Shandong

加强新型社区组织体系建设,是全面推进乡村振兴战略在地化实践的组织保障。山东省烟台市将党的组织建设嵌入乡村社会,以“党支部领办合作”社为载体,通过党建引领乡村振兴,构建了以村党组织为核心、村社自治组织和新型集体经济组织为两翼,各类村落内生性组织网络为基础,基层政权组织为依托的新型复合式社区组织体系,实现了乡村组织振兴。基层政权组织通过目标考核和建立相应的激励机制,形成纵向组织联动。村党组织、村民自治组织、村集体经济组织以及村落内生性组织通过党支部领办合作社这一平台,形成横向利益联结。通过多元组织联动和利益联结的有机衔接,烟台地区推动形成了运行高效、协调统一与上下结合的社会治理共同体,该治理共同体的形成有助于夯实乡村振兴的社会基础。

Strengthening the organization system construction of a new community is the organizational guarantee for comprehensively promoting the localization of the rural revitalization strategy.Yantai City,Shandong Province embeds the Party’s organizational construction into the rural society in the form of cooperatives led by the Party branch,with the rural revitalization led by party building.To achieve rural organizational revitalization,Yantai has established a new organization system of compound community,with rural Party organization at its core,supplied by the village community autonomous organization and the new collective economic organization and based on various endogenous organization networks in the villages and the grass-roots political organization.Grassroots political organizations form vertical organizational linkages through target assessment and the establishment of corresponding incentive mechanisms.Village Party organizations,villager self-government organizations,village collective economic organizations,and village endogenous organizations form horizontal interest linkages through the platform of the Party branch leading cooperative.Through the organic connection of multi-organizational linkages and interest linkages,Yantai has promoted the formation of the social governance community with efficient operation,coordination and integration,which will help consolidate the social foundation for rural revitalization.
