摘要
代际正义理论指出当代人对未来人负有环境上的道德义务,水电能源是绿色能源,对其开发理应是实现代际正义的手段,但少数规划不当的水电工程表现出了较强的环境破坏性。关心后代是人之本性,但水电工程生态负效应的隐微性与层累性导致了人们忽视了自己应当担负的代际责任。应当通过践行追溯性和前瞻性的代际义务来实现水电工程领域的代际正义,尽可能发挥水电工程的环保特性。
The theory of intergenerational justice points out that contemporaries have environmental moral obligations to future generations.Hydroelectric energy is green energy and its development should be a means to achieve intergenerational justice.However,a few hydropower projects with improper planning show strong environmental damage.It is human nature to care for future generations,but the latent and cumulative negative ecological effects of hydropower projects have led people to ignore their intergenerational responsibilities.Intergenerational justice in the field of hydropower projects should be achieved by carrying out retrospective and forward-looking intergenerational obligations and maximizing the environmental protection characteristics of hydropower projects.
