总体国家安全观视角下我国气候变化治理研究

Research on China’s Climate Change Governance from the Perspective of a Holistic Approach to National Security

气候变化对我国国家安全构成严重威胁,将气候安全和气候变化风险管理纳入国家安全体系已经成为我国重要的战略选择。总体国家安全观是新时代我国战略指导视野下的国家安全理论与实践体系,具有全局性、综合性、统筹协调性、开放包容性和鲜明的中国特色,对我国气候安全和气候变化治理具有重要的指导意义。“五个统筹”是总体国家安全观的主要方法论,体现出鲜明的辩证唯物主义特色,也是新时代中国特色社会主义大背景下我国应对气候变化、开展治理与合作的战略指导思想。

Climate change poses a serious threat to China’s national security. Integrating climate security and climate change risk management into the national security system has become an important strategic choice for China. The holistic approach to national security, which is comprehensive, integrated, coordinated, open and inclusive, and with distinctive Chinese characteristics, is a theory and practical approach in the new era that has important implications for China’s climate security and climate change governance. The “Five overall plans” is the main methodology of the holistic national security concept, which embodies the distinctive characteristics of dialectical materialism. It is also the guiding ideology of China’s response to climate change, governance, and cooperation under the background of socialism with Chinese characteristics in the new era.
