美国“印太战略”下蒙美关系的新趋向

The New Trend of Mongolia-US Relations under the Indo-Pacific Strategy

自美国推出“印太战略”以来,蒙古国和美国确立了战略伙伴关系,签署援助协议,探索经济合作新空间,军事领域的互动比较明显。观察美国《印太战略报告》的涉蒙内容可知,蒙古国在美“印太战略”中,可被定位为“具有共同价值观的天然盟友、维和事务的合作伙伴以及区域安全的共建方”。美国“印太战略”的部分理念和相关合作在一定程度上满足了蒙古国的利益需要,蒙古国则在外交实践上对美“印太战略”做出回应,对相关理念表示认可,并通过“印太”地缘概念发展与“第三邻国”的关系。但是,蒙古国的外交政策和国家利益既会驱使其向美国“印太战略”做出一定响应,又决定了这种战略对接的力度较为有限,蒙古国会避免卷入到大国地缘政治竞争和对抗之中。

Since the launch of the Indo-Pacific Strategy by the United States, Mongolia and the United States have established a strategic partnership. The two signed an aid agreement, explored new areas for economic cooperation, and saw more frequent military exchanges. In the US Indo-Pacific Strategy Report, Mongolia is positioned as a natural ally of shared values, a partner in peacekeeping, and a co-builder of regional security. Some concepts and related cooperation of the Indo-Pacific Strategy meet the interests of Mongolia to some extent. Mongolia has responded to the Strategy in diplomatic practice by endorsing some of the concepts and developing relations with its “third neighbor” through the IndoPacific geopolitical concept. However, although Mongolia’s foreign policy and national interests have led to its response to the Strategy, its strategic alignment will be limited, which means Mongolia will avoid being involved in geopolitical competition and confrontation.
