On the Development Experience,Lessons and Enlightenment of Hong Kong’s region Credit Reporting Industry

通过梳理香港地区征信业发展概况、监管框架、存在问题和改革举措发现:一方面,香港地区通过完善个人信息和信贷资料保护制度,借鉴国际征信机构运营经验,形成了成熟稳定的征信服务供给;另一方面,香港地区在个人和企业征信领域长期仅由一家国际机构提供服务,在安全性、稳定性以及产品创新、服务普惠等方面显露系统性缺陷。最后提出应完善机制,更好地发挥“政府+市场”征信体系优势;坚持强化监管和促进发展两手并重,积极通过跨境征信合作拓展香港地区征信市场等建议。

By reviewing the development scenario,regulatory framework,existing problems and reform measures of Hong Kong’s region credit reporting industry,this article finds that:on the one hand,Hong Kong region has a mature and stable supply of credit reporting services by improving personal information and credit data protection system and drawing on the operation experience of international credit reporting agencies;on the other hand,the personal and corporate credit reporting services of Hong Kong region is faced with systemic deficiencies in terms of security,stability,product innovation,and inclusive services in that these services have long been offered by only one international institution.Finally,this article argues that we should improve the mechanism,and better display the advantages of the“government+market”credit system,insist on both strengthening supervision and promoting development,and actively expand Hong Kong’s region credit reporting market through cross-border credit reporting cooperation.
