“双碳”目标下交通运输行业的绿色金融发展研究

Green Finance Progress Research in Transportation Industry under the Targets of Carbon Peak and Carbon Neutrality

交通运输行业是碳排放的重点领域之一,实现碳达峰、碳中和任务艰巨,需要较大的资金投入。绿色金融是“双碳”背景下重要的投融资政策,在支持交通运输行业绿色低碳转型发展中发挥重要作用。目前交通运输行业绿色贷款规模虽不断增长,但与行业绿色投资需求相比仍存在资金缺口。交通运输行业绿色标准覆盖不全、绿色金融产品与服务创新有限、低碳转型市场尚未形成等问题是行业绿色融资供需不平衡的主要原因,建议积极争取将行业绿色产业纳入绿色金融支持范畴,建立完善多元化投融资机制,将交通运输行业纳入全国碳排放权交易管理体系,满足“双碳”目标下交通运输行业多样化的绿色低碳转型融资需求。

The transportation industry is one of the key areas of carbon emissions,and it is a difficult task to achieve carbon peak and carbon neutrality,which requires large capital investment. Green finance is an important investment and financing policy under the context of dual carbon,which can play an important role in supporting the green and low-carbon transition development of the transportation industry. At present,although the scale of green loans in the transportation industry keeps growing,there is a funding gap compared with the green investment demand. The main reasons for the imbalance between supply and demand of green financing in the transportation industry are the inadequate coverage of green standards in the transportation industry,limited innovation in green financial products and services,and the lack of the market in low-carbon transition. To meet the diversified financing needs of green and low-carbon transition of the transportation industry under the dual carbon targets,it is suggested to actively strive to bring the green industry of the transportation industry into the scope of green financial support,establish and improve multi-investment and financing systems,and bring the transportation industry into the national carbon emission trading management system.
