海洋强国和海洋命运共同体的辩证关系——基于大历史观的视角

The Dialectical Relationship between a Strong Marine Country and a Marine Community with a Shared Future——Based on a Broader Perspective of History

海洋与中华民族的生存与发展密切相关,也与世界人民的生存与发展密切相关,处理好二者的关系,就是处理好中华民族伟大复兴与构建人类命运共同体的关系,具体到海洋领域,就是处理好“海洋强国”目标与“海洋命运共同体”理念的关系。中西方在过去的“海洋强国”的道路上都有不同的经验教训。中国既不能走历史上不重视海洋贸易的老路,也不能走西方海洋霸权的邪路,而是要在统筹两个大局、统筹发展和安全、统筹陆地与海洋的战略思想指导下,重点构建共同的海洋安全体系和海洋发展体系,使海洋成为人类安危与共的和平之海、共同繁荣的发展之海。

Oceans are closely related to the survival and development of the Chinese nation as well as of the people of the world. To handle the relationship between them is to handle the relationship between the great rejuvenation of the Chinese nation and the building of a human community with a shared future. Specifically, in the field of oceans, it is to handle the relationship between the objectives of a strong marine country and the concept of a marine community with a shared future. Both China and the West have had different lessons drawn from their roads of strong marine countries,therefore, China should not take the old road of not paying attention to marine trade in history nor the evil road of Western marine hegemony. Instead, it should, under the guidance of the strategic thought of keeping in mind both domestic and international imperatives, coordinating development and security, and integrating land and oceans, focus on building a shared marine security system and a marine development system to turn oceans into those of peace that share the weal and woe with humanity and those of development for common prosperity.
