商业银行助力数字乡村建设研究——基于“银政”合作的视角

Research on Commercial Banks Supporting Digital Village Construction——From the Perspective of Cooperation Between Banks and Government

论文以浙江省兰溪市马涧镇数字乡村平台实践为研究案例,聚焦政府和商业银行两个主体,分析二者在数字乡村建设过程中的合作内涵。研究发现:商业银行依托政府准入降低了自身下沉乡村的阻力,实现了农户大数据收集与业务推广目标;基层政府依托商业银行搭建、推广、维护数字乡村平台,不仅节省了自身在人力、技术与资金方面的投入,也迈出了数字化乡村治理的第一步。在此基础上,论文对“银政”双方提出以下建议:“银政”双方应明确顶层设计,共同激发社区、村民的参与积极性;商业银行要因地制宜拓展线上金融场景与服务;基层党政更需转变思想起带头引领作用。

This paper takes the practice of digital village platform in Majian Town, LanXi City, Zhejiang Province as a case study, focusing on the two main bodies of the government and commercial banks, analyzes the connotation of their cooperation in the process of digital village construction. The results show that: commercial banks rely on government access to reduce the resistance of their sinking villages, and achieve the goal of farmers’ big data collection and business promotion;grassroots governments rely on commercial banks to build, promote and maintain digital rural platform, which not only saves their own investment in manpower, technology and capital, but also takes the first step of digital rural governance. On this basis, this paper puts forward the following suggestions for both sides of the “bank and government”: both sides of the “bank and government” should make clear the top-level design and jointly stimulate the participation enthusiasm of the community and villagers;commercial banks should eXpand the online financial scene and services according to local conditions;grass roots party and government need to change their thinking to play a leading role.
