一批新型民办高校的兴起预示着我国建设高水平民办高校的可能性。世界部分国家出现的新型私立高校与我国民办高校创办时间大体相当,时间轴上具有可比性,这些私立高校的成长路径和经验值得借鉴。世界高水平私立高校得到所在国积极支持,注重采取新的办学理念与办学模式,坚持“小而精”办学规模和“少而专”学科专业结构,聘用高水平、国际化教师队伍。建设新型高水平民办高校,一要完善适合新型高水平民办高校成长的政策环境;二要降低准入标准,注重“小而精”;三要扩展经费来源,多渠道筹集经费;四要完善内部治理,建立现代大学制度。

A number of new types of private colleges and universities in China have risen, indicating the possibility of building high-level private colleges and universities. Some new types of private colleges and universities are worthy of our consideration. The world’s high-level private colleges and universities have gained great support and greater autonomy from host countries, focusing on the adoption of innovative school-running concepts and models, adhering to a “small and sophisticated” school scale and a “small but specialized” discipline structure and employment high-level, international management team and teachers. To build a new type of high-level private colleges and universities, we must maintain policy continuity and guard against policy deviations, lower access standards and focus on “small and sophisticated”, expand funding sources and raise funds through multiple channels, improve internal governance and establish modern university system, and strengthen external evaluation and improve the information disclosure system.
