Paying More Attention to People than Projects on Funding——The Experience of Howard Hughes Medical Institute

知识生产方式变化促使科学研究范式发生转变,对科研项目资助模式提出了新要求。美国霍华德·休斯医学研究所人才资助模式,为知识生产新模式下鼓励开展高风险、强探索的科研项目资助机制提供了新思路。基于知识生产模式转型视角,构建科研项目资助机制分析框架,以霍华德·休斯医学研究所的研究员计划为例,总结新型资助机制在开放选才、稳定支持和精细管理等方面的特征。建议从完善项目评议机制、优化项目管理机制和改革项目评价机制入手,进一步完善我国科研项目资助模式和管理机制。

The change of knowledge production mode promotes the corresponding change of scientific research paradigm,and puts forward new requirements for theproject funding mode.The funding-people model-proposed by Howard Hughes Medical Institute(HHMI)provides a new idea for establishing a funding mechanism for scientific research projects that support high-risk and strong exploration under the new mode of knowledge production.Based on the transformation of knowledge production mode,this articleestablishes an analytical framework for project-funding mechanism.Taking the HHMI Investigator Program as an example,it summarizes the characteristics of the new funding mechanism in the stages of open talent selection,stable support and fine management,and proposes management enlightenment for funding of new scientific research projects in China,whichincludesimproving the peer review mechanism,optimizing the project management mechanism and reforming the project evaluation mechanism.
