社会保障创源与供给侧结构性改革——基于中国式现代化视角

Innovation Source of Social Security and Supply-side Structural Reform——Based on the Perspective of Chinese Path to Modernization

社会保障创源是指社会保障“量”“置”间的结构性调整。它对于推进供给侧结构性改革具有重要的理论意义及实践价值。鉴于供给侧改革实施目的与共同富裕战略目标的一致性,本文在研究社会保障政府财政责任,公共财政活动规模与供给侧产业结构及收入分配领域之间动态关系的基础上,发现了社会保障创源对供给侧存在正向溢出效应。这意味着社会保障不但能够影响需求端,还能够有效作用到供给端。这就为社会保障提升至国家治理的高度奠定了学理基础。此外,文章还在社会保障创源理论框架下,凝练了不同组别省级单位增强社会保障创源动力推进供给侧改革的总体方案,并提出了相关的政策建议。

The innovation source of social security refers to the structural adjustment between the“quantity”and“configuration”in social security.It has important theoretical significance and practical value for promoting the supply-side structural reform.In view of the consistency of the implementation purpose of supply-side reform and the strategic goal of common prosperity,and based on the study of the dynamic relationship between government financial responsibility for social security,scale of public finance activities and the areas of supply-side industrial structure and income distribution,this paper finds that innovation source of social security has the positive spillover effect on the supply side.It means that social security can not only affect the demand side,but also effectively affect the supply side,thus laying a theoretical foundation for the promotion of social security to the national governance.In addition,within the framework of innovation source of social security,this paper condenses the overall plan of strengthening the innovation source of social security to promote the supply-side reform in different groups of province,and puts forward relevant policy recommendations.
